Method & honesty notes

The structure follows AACE RP 18R-97 (maturity of project definition deliverables per class) complemented by the CII PDRI weighted-scoring logic: each deliverable carries a weight and a completion status; the weighted definition % maps to the class bands, then per-class gate deliverables cap the result — an all-preliminary dossier cannot support Class 3 whatever its percentage.
Weights, status fractions and gates are Costonomics working values [ASSUMPTION], not a copy of the copyrighted RP — recalibrate against the licensed RP 18R-97 / PDRI if you hold them.
The determined class is never better than what BOTH the definition % and the gates support; the accuracy range and contingency shown are the representative RP 17R-97/18R-97 values.
